Jayapura, 10/6 (Jubi) – The United States ambassador to Indonesia, Robert Blake, met with Papua Governor Lukas Enembe on Tuesday (10/6) to discuss poverty, education, health and the Special Autonomy Law.
After the closed-door meeting, the ambassador told reporters in Jayapura that the two talked about the presidential election, the government programs during one-year governor’s administration in education and poverty elimination and community development in Papua.
“I told the governor about our support for Papua including in health, education, forest management and marine resource protection programs. We also discuss Papua’s Special Autonomy Law and some issues related to the law,” he said.
Enembe said, “In the meeting I told him about the facts that are happening in Papua.”
He further said the provincial government has been struggling to have the Otsus (Special Autonomy) Plus bill passed due the limitation of Otsus Law.
“It’s expected that the President Mandate (Ampres) on the Otsus Plus Law will be issued on 25 June; therefore the provincial government could have the authority to develop Papua and to eliminate the poverty because 95 percent of Papuans are still living in poverty,” Enembe said.
“To reduce poverty in Papua, Papuans should be empowered to get good economic capabilities and education. I explained it all to the US ambassador,” he said.
He added the provincial government asked the United States for support. On the other hand, the provincial government has also renegotiated with PT. Freeport and proposed 17 items to be put in the contract.
“It’s including the smelter that should be constructed in Papua instead of in East Java. It should be built in Papua because the materials are from Papua” he said.(Jubi/Alex/rom)

2) Govt not to extend freeport contract before 2019: Minister

Jakarta (ANTARA News) - The government will not extend the mining contract of PT Freeport Indonesia before 2019, Energy and Mineral Resources Minister Jero Wacik said.

"Based on regulations, PT Freeport can only request a contract extension two years before the ongoing contract expires," the minister told the House of Representatives (DPRs) Commission VII on energy affairs at a hearing here on Wednesday.

He explained that the current work contract of PT Freeport will expire in 2021, so the US-based mining firm can only submit a request for contract extension during or after 2019.

Moreover, President Susilo Bambang Yudhoyono has issued a circular asking his ministers to stop issuing any further strategic policies. The current government will end its term of office in October 2014.

The minister stated that it was a dilemma for the government to provide a contract extension for PT Freeport.

"It would be a mistake for the government to extend the contract, but if it does not, there is no guarantee of further investment from PT Freeport," the minister noted.

The government, he explained, is considering that fact. A working contract extension will not be granted at this time, but the government is considering how this will impact further investment.

Jero Wacik also pointed out that Freeport had committed to paying US$115 million in guarantees for the development of smelters.

The guarantee funds deposited in the governments escrow account are equal to five percent of the investment for building a smelter worth US$2.3 billion.

The company will be given a fiscal incentive that focuses on exports by providing an export duty reduction in view of its readiness to build a smelter.

"If the progress of its smelter development reaches 50 percent, the export duty will be cut by 50 percent, and if the smelter starts operating officially, the export tax will become zero," the minister said.

He also added that renegotiations of mining contracts will be finished in the current term of government, which expires in October.

"Almost all have agreed to the points included in the negotiation documents," Jero Wacik claimed.

In the meantime, US Ambassador to Indonesia Robert Blake has expressed hope that further negotiations between PT Freeport Indonesia and the Indonesian government will yield results that benefit both parties.

"The negotiations between Freeport and the Indonesian government will take place soon, and we hope an agreement can be reached that will benefit both parties," Blake stated while visiting the Dosay health center on Tuesday in reply to a question posed by an Antara contributor about the divestment of PT Freeport Indonesia shares.

Blake said he was proud of Freeports contribution to Indonesia.

"We are proud of Freeports contribution to the economy of the people in Papua, in particular, and Indonesia, in general," he remarked.

With an agreement between the two parties, Freeport will continue operating and providing jobs for the people in Papua and Indonesia, the ambassador added.(*)

3) PAPUA POLICE CHIEF: RUDI OREREI SHOT DEAD



Jayapura, 11/6 (Jubi) – The police/military joint force managed to shoot dead Rudi Orerei, the leader of the armed group in Angkaseira Sub-district of Yapen Islands Regency on Tuesday (10/6) at around 10:00 Papua time, the Papuan police chief  said.
Inspector General Police Tito Karnavian said security forces had just returned from Kainui Village, Angkaseira Sub-district to investigate the scene related to the murder of Erens Aninam by Elias Aninam, when Orerei’s group opened fire.
“When the joint force arrived at Konti Village, they were confronted by the armed group. Orerei was shot in his head during the gunfire. He is dead while the others ran away,” Tito said.
He said Orerei was suspected to have been behind a series of murders, blackmailing, and attacks on places of worship  andthe  Angkaseira police station.
“He was a criminal. He wasn’t a member of Papua Free Movement.  His team members are only about 20-30 persons with five or six guns they had,” he said.
“During the ambush on the scene, the officers found five magazines and a gun V5 Sabhara seizing by the armed group from the police officers in Angkaseira Police Station,” he said. (Jubi/Arjuna/rom)

4) ROCKS THROWN AT PAPUAN STUDENTS DORMITORY IN TOMOHON

Tomohon,10/6 (Jubi) – Rocks have been thrown at the Papuan students dormitory in Tomohon, North Sulawesi, in the latest attack targeting Papuan students there.
The attack early Tuesday shattered the glass windows at the secretariat room and main halls, causing restlessness among the occupants.
“The incident occurred when the students were sleeping, so we could not recognize the perpetrators because they ran away. The incident caused three broken window glasses but no one was hurt,” Yanuarius, a Papuan student in Tomohon told  tabloidjubi.com on Tuesday, 10/6.
He said the incident happened at around 12:32 involving persons riding a motorcycle.
The Chairman of Student Dormitory Kamasan VIII Tomohon, Amandus Lengka confirmed  the incident. “Papuan students in Tomohon have no conflict with the local residents. It is definitely disturbing us for us,” he told tabloidjubi.com by phone.
Lengka who is currently registered as student in Universitas Sariputra Indonesia Tomohon (Unsrit) manoring Management, expected the Provincial Government of Papua to maintain good communication with the Papuan students who studying outside of Papua, especially in Tomohon as well as some local governments to guarantee their safety and security during their studies.
The students have reported the incident to the local authority, but there is no further confirmation after the police checked the scene.
When asked for confirmation, a member of the investigation team, Rizky Rompa has not yet responded to reporter’s short message.
Earlier, there was three similar incidents happened against Papuan students in Tomohon and other cities of North Sulawesi. (Jubi/Mecky/rom)
